The Decree Law 3/2023 is a new legal framework that requires tourist apartments in 262 municipalities of Catalonia to obtain a prior urbanistic license and tourism authorization.

The new regulation requires prior planning license granting regime for housing for tourist use, regardless of whether at the local level its specific planning regulations regulate other permits or authorizations.

The license has a validity period of 5 years, extendable for periods of equal duration in accordance with the planning.

Secondly, it affects all existing declarations and authorizations, which within a maximum period of 5 years from the entry into force of the Decree Law, must obtain the urban planning license regulated in this Decree Law, without which they will not be able to continue with said activity. and they must cease from it.
